政策工具-产业链视角的中国海洋可再生能源产业政策研究

Research on China's Marine Renewable Energy Policy from the Perspective of Policy Instruments-industry Chain

摘要:

本文选取中国1995—2015年间125份海洋可再生能源产业政策文本，按照政策数量、发布形式、政策主体、政策内容4个维度进行量化分析，基于政策工具-产业链视角对政策内容进行分析。研究表明，中国海洋可再生能源产业政策存在差异性政策运用不够、政策体系建设不健全、政策工具结构不合理与产业链过程结合不紧密等问题，其中需求型政策工具运用不足和产业链政策着力点不均衡是制约产业快速发展主要政策因素。

Abstract:

Based on 125 marine renewable energy policies issued in the past two decades (1995-2015), this paper analyzes the issuing from four dimensions, which are subject of policy, policy amount, policy forms, and the content of the policy. The content of the policy is analyzed from the perspective of policy instruments and industry chain. The results show that，China's marine renewable energy policy exists such problems as not adequate utilization of different policies, imperfect policy system, irrational policy tool structure, and not closely integrated industry chain process. Among them, lack of demand policy tools and unbalanced focus of industrial chain policy are the main policy factors that restrict the rapid development of industry.
