本文以我国31个省市为技术转移研究对象，采用DEA方法，首次对比分析以高校为主体的省市技术转移效率和以企业为主体的省市技术转移效率，并对我国省市高校、企业技术转移效率的有效性和非有效单元投影进行对比分析，发现我国整体技术转移效率低下，高校情况更不乐观；高校处于规模效率递增阶段，而企业处于规模效率递减阶段；高校和企业普遍存在着投入冗余情况。针对比较发现，因地制宜提出提高我国不同省市不同主体技术转移效率的建议。

In this paper, 31 provinces and cities in China as the research object of technology transfer, using the DEA method, for the first time compared to universities as the main provinces of technology transfer efficiency and enterprises as the mainstay of the provinces and cities on the efficiency of technology transfer, the Chinese enterprises and technology transfer efficiency and non effective projection unit were analyzed, found the low efficiency of China's overall technology transfer, the situation is not optimistic; the increasing in scale efficiency and scale efficiency of enterprises in the stage, decline stage; universities and enterprises are generally input redundancy. In view of the comparison, we have proposed some suggestions to improve the efficiency of technology transfer in different provinces and cities in China according to local conditions.
