工科大学生创新创业能力评价指标体系构建与设计

摘要:

“创新驱动战略”的全面启动要求将科技创新与人才培养有机结合,而工科大学生作为科技生产力的重要主体,其创业价值将引领科技革命和产业升级的层次与深度,成为拉动社会就业及推动中国经济发展的强大动力。本文探索有效评价工科大学生创新创业能力的方法与标准,构建了工科大学生创新创业能力的评价的初始指标,此后召开了四轮专家咨询会,征询全国多所高校的相关专家和学者的意见,最终确定了大学生创新创业能力的四个一级指标：创新能力；创业意识；创业能力；创业管理能力。并对这四个一级指标进行逐级分解,确立了大学生创新创业能力的三级评价指标体系及各指标权重,旨在引导高校及相关决策机构科学评价工科大学生创新创业活动,为改进高校的创新创业教育工作提供依据。

Abstract:

"Innovation Driven Strategy" launched an organic comprehension of scientific & technological innovation and talents cultivation. College students are the main subject of science and technology productivity, and their value of entrepreneurship will lead the levels and depth of scientific and technological revolution as well as industrial upgrading, and finally become the driving force of social employment and China economic development. Exploring effective methods and standards to evaluate college students’ innovation and entrepreneurship ability, this paper construct the initial evaluation indicator system of college students’ innovation and entrepreneurship ability, on the basis of literature review and case study. Then held four rounds of expert consultation, collecting opinions from experts and scholars from many colleges and universities nationwide, and ultimately constructed the four level-I indicators of college students' innovation and entrepreneurship ability: innovation ability; entrepreneurship consciousness; entrepreneurship ability; entrepreneurial management ability. By breaking down the four level-I indicators, the complete three-level evaluation index system of college students' innovation and entrepreneurship ability was established, to guide college and the relevant decision-making bodies make scientific evaluation of college students' innovation and entrepreneurship activities, and provide strong evidence for the improvement of China and college’s innovation and entrepreneurship education.
