绩效评价机制具有直接的导向作用,科研团队应从战略的高度来构建团队成员的绩效评价机制。基于科研团队战略构建评价机制的视角,通过对绩效评价方法及其战略影响的分析,以长期和全局有效为目标,从组织的角度确定具有战略导向和调节作用的战略价值权重结构,从发挥团队成员主观能动性的角度选择评价主导方法,进而优选出竞优评析方法,构建了包括评价方法、实施流程和评价结果的具体使用方式在内的评价机制。最后以理想点效用模式的评价方法为例,并通过算例表明面向战略构建科研团队成员评价机制的可行性和有效性。

The performance evaluation mechanism has a direct guiding effect, scientific research teams should construct the performance evaluation mechanism of their team members from the strategic perspective. Based on the analysis of common performance evaluation methods and their strategic impact, aimed at strategic long-term and global effectiveness, this paper choses the strategic value weight structure with strategic orientation and moderating function from the perspective of the organization, and also choses the evaluation method from the angle of subjective initiative of team members. And then selects the Jingyou evaluation method, constructs the evaluation mechanism including evaluation method, implementation process and specific application of the evaluation results. Finally, a numerical example based on ideal point method is presented to demonstrate the feasibility and validity of the strategic evaluation mechanism for scientific research team members.
