关键制约因子下绿色经济评价模型及实证研究

摘要:

为克服现有的绿色经济评价模型仅对评价对象的绿色经济发展状况进行排名对比,而未得出具体的影响因素这一缺点,有针对性的采取引入关键制约因子的方法进行模型改进。通过将绿色经济评价指标体系的五个不同方面作为约束条件引入模型,可客观有效的得出影响各评价对象绿色经济发展状况的关键因子。主要做法：一是利用离差最大化优化模型对各评价指标赋权,保证了所求权重的客观性与合理性。二是通过将绿色经济发展的五个不同层面分别作为制约条件引入评价模型得到模型最优解。三是通过分别对有、无制约条件下的各评价对象的排名波动情况进行分析比较,确定各盟市绿色经济的发展差异以及影响其发展优劣的关键要素。实证结果表明：环境保护的相关方面对各盟市绿色经济发展影响最大,资源承载力及人的全面发展方面对各盟市绿色经济发展影响次之,而社会福利相关指标对各盟市绿色经济的影响并不突出,经济发展层面指标对各盟市绿色经济发展的影响也相对较小。

Abstract:

In order to overcome the shortcomings of the existing green economic evaluation model, which only to evaluate the green economic development status of the evaluation object, but also to draw the specific influence factor, and to adopt the method of introducing the key constraint factor to carry out the model improvement. By introducing the five different aspects of the green economic evaluation index system into the model, the key factors influencing the green economic development of each evaluation object can be obtained objectively and effectively. The main approach: First, the use of deviation maximization optimization model of the evaluation of the weight of the evaluation, to ensure that the weight of the objectivity and rationality. Second, the optimal solution of the model is obtained by introducing the five different levels of green economic development into the evaluation model as constraints. Thirdly, through the analysis and comparison of the fluctuation of the ranking of the evaluation objects under the condition of no restriction, the development of the green economy of the allies and the key factors influencing the development of the green economy are determined. The empirical results show that the relevant aspects of environmental protection have the greatest impact on the green economy development of the Union City, and the resource carrying capacity and the comprehensive development of the people have the same impact on the green economic development of the Union City. However, the impact of social welfare indicators on the green economy is not prominent, and the impact of economic development indicators on the development of green economy is relatively small.
