本文在梳理我国的科技发展现状的基础上，分析我国科技发展中面临的问题和挑战。通过对德国“2020高科技战略”的深入剖析，进一步揭示国家科技发展战略对国家整体布局的影响。国家科技发展战略的制定必然是面向全球、立足全局，紧密结合本国自身的经济发展需求以及创新发展趋势，以科技发展引领国家整体发展新境界。自2010年德国“2020高科技战略”提出至今，德国的科技创新工作取得了显著进展。无论是从科技需求领域的精准定位、科技创新文化的宣传普及，还是创新型企业的成长与发展、创新人才的吸纳与培养等，高科技战略整体开展顺利，都值得我国科技工作者思考并借鉴。
