Abstract:Scientific evaluation of scientific talent resource allocation efficiency is conducive to promoting the balanced development of region.It establishes evaluation index in a "State" and "potential" angle to measure allocation efficiency of scientific talent resources of 31 provinces in 2010-2015 using DEA model from the perspective of input-output.Results show that the overall level of China''s scientific talent resource allocation efficiency is increasing in the high and low level.The gap between the Middle,West and the East is decreasing, while it is getting bigger between the Northeast and the East.According to the matching degree of regional scientific talent resources allocation efficiency and economic development,the provinces are divided into four categories:positive synchronization,reverse synchronization, leading,backward with economic development.Lack of technical efficiency,too much investment in science and technology, lack of sales of new products result in low talent resource allocation efficiency.Based on these, it puts forward some suggestions to optimize the allocation efficiency of scientific talents.
