Abstract:Using the DEA method, this paper empirically examines the input-output efficiency of scientific researches of universities in different regions of China for the period of 2011-2015; and then studies the major factors which affect the efficiency, based on the Tobit model. Research results show that: the overall performance of scientific research is not satisfying for the period of 2011-2015, and the efficiencies are significantly different in different regions. The average technology efficiency of scientific researches of universities in western regions is slightly higher than the eastern and central regions; the size of scientific research expenditures of universities in eastern regions is significantly larger than the western regions; the average pure technology efficiency of universities in western regions is higher than the eastern and central regions. The regional economic development and the number of university scientific research institutions do not have significant effects on the input-output performance. But the policy support of different regions, the scientific research talents of universities and the regional education expenditures significantly affect the input-output performance. Based on the research results, this paper provides policy suggestions to improve the input-output efficiency of scientific researches of universities in different regions, which involve the internal management system of scientific researches in universities, as well as the external economic and policy environment of universities.
