Abstract:This paper takes trade openness and technological innovation as the research perspective, selecting the panel data of 11 provinces and cities of China from 2005-2015 years, utilizing the EBM model to measure the carbon emissions performance of manufacturing in western China.And through the establishment of panel tobit model, analysis the effect of trade liberalization and technological innovation on China's western manufacturing carbon emissions performance.It is found that the performance of carbon emissions in China's western manufacturing industry is decreasing unstably and the overall level is low, and the scale efficiency is the main reason for the low performance of carbon emissions.For manufacturing industry in west of China ,the trade openness degree of manufacturing has a significant effect on the improvement of carbon production performance and the technological innovation has a positive effect on it.The article pointed out, government should encourage the western region to open up the manufacturing industry to promote the development of local economy.Also, the western region should strengthen technological innovation in order to achieve the goal of economic development of low carbon green.
