生物医药产业创新效率评价及提升路径研究 ——以湖北省为例

Evaluation Innovation Efficiency of Bio-pharmaceutical Industry in Hubei Province

摘要:

作为国家战略新兴产业的生物医药产业被誉为21世纪最有发展前景的高技术产业，但湖北生物医药产业与发达国家（甚至国内其他地区）相比，面临产业整体技术水平不高、竞争力不强的现实。如何洞悉制约湖北生物医药产业创新发展的原因，选择出恰当的产业创新发展道路和恰当的制度安排是面临的待解决的紧迫任务。本文采用二阶段关联数据包络分析法对湖北省生物医药产业创新效率进行横向发展水平分析和纵向发展态势分析，发现目前湖北生物医药产业一阶段的研发效率与二阶段的科技成果转化都比国内其他地区有一定差距，严重缺乏效率；从自身发展来看，研发的技术效率较高，但缺乏规模效率，尤其是科技成果转化阶段无论是技术效率还是规模效率都不高，这是制约湖北生物医药产业发展的关键瓶颈。在此基础上提出提升产业创新效率的几个路径措施建议，以供政府决策参考。

Abstract:

As a national strategic emerging industry, the bio-pharmaceutical industry has been hailed as the most promising high-tech industry in twenty-first Century, but compared with the developed countries (even in other parts of China), the bio -pharmaceutical industry in Hubei faces the fact that the overall technical level of the industry is not high and the competitiveness is so weak. It is an urgent task to solve the problem of restricting the innovation and development of Hubei''s bio- pharmaceutical industry, and to choose the proper way of industrial innovation development and proper system arrangement. This paper uses two stage data envelopment analysis correlation analysis of transverse and longitudinal analysis of the development level of the development trend of bio pharmaceutical industry in Hubei province innovation efficiency method, found that the current scientific and technological achievements into the efficiency of research and development of bio pharmaceutical industry in Hubei stage or the two stage than the other area in a certain gap, a serious lack of efficiency; From its own development point of view, high efficiency technology research and development, but the lack of scale efficiency, especially the transformation of scientific and technological achievements stage both technology efficiency and scale efficiency is not high, this is the key bottleneck restricting the development of bio pharmaceutical industry in Hubei. On this basis, several measures and suggestions for enhancing the efficiency of industrial innovation are put forward for reference by the government.
