自2014年起,我国开启了新的一轮科研经费管理改革。高校作为我国一支重要的科研力量,高校科研经费管理改革关系重大。尽管高校科研经费管理系微观层面的事务,但其管理视野应该高远,应从大的时代背景和国家创新驱动发展战略角度来设计管理措施与制度。为此,在分析总结既有管理的基础上,高校从转变职能部门管理思维出发,创新服务方式,提升服务水平,并结合高校的管理现实,着重做好预算管理、绩效管理和产权管理,以促进高校科研水平与成果质量的不断提高。

[s]A new reform of research funding management was carried out in China in 2014. Being an essential research force in our country, the research funding management in colleges and universities was very important. Although the research funding management in colleges and universities is mainly about the micro affairs, the managerial measures and systems should be designed from the perspective of the time background and national innovation driven development strategy.So, on the basis of analyzing and summarizing the exist management, colleges and universities should start from the transformation of management thoughts, innovate service modes, improve service level , focus on budget management, performance management and property management ,so as to promote research level and the quality of achievement.
