在全球能源供需格局变化和国内经济新常态背景下，海洋能的产业化应用作为新动能，将带来新产业、培育新技术,找到新的经济增长点。为了突破我国海洋能产业发展障碍，本文选取海洋能装备产业作为研究对象，并引入产业链理论。首先建立了海洋能装备产业链模型。其次，通过分析产业链培育环境，表明产业链受市场、政策等外部条件的影响；通过分析产业链战略环节，表明设计研发和定制设备生产是产业链发展的侧重点。最后结合我国海洋能装备产业发展现状和目前面临的问题提出产业培育策略。

As the global energy supply and demand changes and China’s economy enters the new normal, the industrialization of ocean energy, as a new driving force, will bring new economic growth points through establishing new industries and nurturing new technologies. In order to break through the obstacle of ocean energy industry development in our country, this article selects the marine energy equipment industry as the research object, and introduces the theory of industrial chain. Then ocean energy equipment industry chain is constructed. Through analyzing cultivation environment, it is shown that the industrial chain is affected by the market and policy; Analysis on the strategic sector of this industrial chain shows that R&D and custom equipment manufacturer is highlighted in the development of this industrial chain. In the end, industry cultivation strategies are proposed based on the current situation of ocean energy equipment industry and the problems our country is facing.
