科技信用管理：动因、主题与路径选择 ——基于省级科技信用政策文本的分析

The Credit Management in Science and Technology: Motivation, Theme Selection and Path Analysis Based on the Provincial Science and Technology Credit Policy Text

摘要:

科技信用建设是近年来社会与政府高度关注的热点问题。但是对于科技信用评价什么、怎么评价以及如何应用评价结果，理论界与地方政府都尚处探索之中。本文梳理全国31个省市相关部门颁发的科技信用政策，通过文本分析方法，归纳总结科技信用评价的动因、主题与路径。本文将科技信用评价动因归纳为价值型动因、推动型动因以及市场动因；将科技信用评价内容分为科研水平、外在效益、遵守经费使用规定、信息真实性与有效性、公正评价组织管理以及其他遵守科技管理行为七方面；将科技信用结果应用分为个人处分、内部使用以及外部关联三项内容九项指标。根据研究发现，提出四项完善科技信用管理的对策建议。

Abstract:

In recent years, construction of science and technology credit is becoming hot. But what is the evaluation content of science and technology credit, how to evaluate and use the evaluation results, the theoretical and local governments are still exploring. Based the science and technology credit policy issued by relevant departments of 31 provinces and cities in China, this paper summarizes the motivations, themes and paths of scientific and technological credit evaluation through text analysis method. This paper divides the scientific and technological credit evaluation content into the level of scientific research, the external benefit, the use of funds, the authenticity and validity of the information, the fair evaluation of the organization and management, and the management of the scientific and technological credit, and so on; the application of scientific and technological credit results into personal punishment, internal use and external relations. According to the research, it is proposed four mesures to improve the credit management of science and technology.
