产学研合作与高校科研成果转化——基于知识产权保护视角

Industry university research cooperation and transformation of scientific research achievements in universities—Based on the view of intellectual property protection

摘要:

利用2008-2016年高等院校层面和省区层面的高校科技统计数据、知识产权保护等数据,引入知识产权保护作为门槛变量,实证探究产学研合作对中国高校科研成果转化的“沉睡荒漠”和“专利沼泽”困境。结果表明：产学研合作有利于高校科研成果转化,知识产权保护对高校科研成果转化存在单一门槛效应,产学研合作与高校科研成果转化存在双重知识产权保护门槛效应。研究结果为当前中国推进知识产权保护和高校科研管理体制改革,以及提升科研成果转化水平提供了借鉴和参考。

Abstract:

This paper constructs the measurement system of scientific research achievements transformation and the measurement system of intellectual property protection in Chinese universities, and uses the statistical data of Chinese universities and statistics of intellectual property rights in 2008-2015 years.This paper introduces the intellectual property rights as a threshold variable, and empirically explores the "dormant wilderness" and "patent swamp" dilemma of the research cooperation in the transformation of scientific research achievements in Chinese universities. The results show that the cooperation of scientific research achievements transformation of the universities exists two threshold effect. When the level of intellectual property protection is less than 0.023, the cooperation of industry university research and university research can not effectively promote the transformation of scientific research achievements.When the level of intellectual property protection across the threshold value of 0.023, the industry university research cooperation can significantly promote the transformation of scientific research achievements.When the level of protection of intellectual property rights is more than 0.297, the effect of industry university research cooperation on the transformation of scientific research achievements in universities has been weakened.The research results provide some references for the transformation of scientific research achievements in Chinese universities.
