国外科技计划评估体系的演变及启示

摘要:

在深化科技体制改革的背景下,构建具有中国特色的科技计划评估体系势在必行。借鉴国外评估经验是我国科技评估实践和研究的常规路径,但是借鉴国外经验往往存在片面化的问题。本文试从历史演变和中外比较的视角,考察和分析国外政府针对自身需求,基于基础条件,构建科技计划评估体系的过程,以及评估体系的发展演变。通过总结国外科技计划评估体系的构建模型,结合中国科技计划评估体系构建的需求和基础等,提出构建评估体系的建议。

Abstract:

In the context of science and technology system reform, it is urgent to build the science and technology program evaluation system with Chinese characteristics. Foreign evaluation experience is broadly introduced and applied in China’s evaluation practice and study, however, there is limitation on its applicability. From the perspective of historic review and comparative study, this study attempt to analyze how foreign country building their science and technology program evaluation system based on their need and condition,further summarize the model of system construction and development. Considering the need and preconditions of China on building of its science and technology program evaluation system, some implications are raised.
