水资源的合理配置和有效利用是经济社会可持续发展的根本前提,海水淡化是解决水资源短缺的重要途径,是非常规水源的重要组成。本文针对当前我国海水淡化水推广应用及配置入网面临的困境,系统梳理总结国际海水淡化水配置的经验做法,客观分析我国海水淡化水供水现状,并结合我国国情和发展需求,从配置模式、合理布局、试点示范、分类指导等角度研究提出了进一步推进海水淡化水在水资源配置中应用的建议。

The rational allocation and effective utilization of water resources is the fundamental prerequisite for the sustainable development of economy and society. Desalination is an important way to solve the shortage of water resources and an important component of unconventional water sources. This paper summarizes experiences and practices of the international desalination water allocation, analyses China"s seawater desalination water supply situation and existing problems, and based on China"s national conditions and development needs, puts forward some suggestions to further promote the seawater desalination water into water resource allocation system. Suggestions are made from the following aspects: allocation mode, reasonable layout, pilot demonstration, and classified guidance.
