R&D人员投入是我国高校一个重要的科技投入要素，对高校的科技产出水平有举足轻重的影响。本文以教育部直属高校2009－2016年间的科技产出数据为依据，运用线性模型分析了R&D人员数量对不同地区的高校科技产出特别是专利的影响情况，研究结果表明：R&D人员投入对不同地区高校的科技产出表现出不同的影响，主要体现在R&D人员能够显著影响北京高校的专利产出；对非北京高校的专利产出没有影响，但非北京高校的科技论文数量能受到R&D人员的显著正向作用。

R&D personnel input is an important input factor of science and technology in China's colleges and universities, and has a significant impact on the level of scientific and technological output.This paper is based on the scientific and technological output data of the universities directly under the Ministry of education during the past 2009－2016 years. And analyzes the influence factors of the University Science and technology output especially the patent from the number of R&D personnel by using linear model.The results show that R&D personnel input has different impacts on the scientific and technological output of universities in different regions,It is mainly embodied in the fact that R&D personnel can significantly affect the patent output of universities in Beijing, and have no impact on the patent output of non Beijing universities,However, the number of scientific papers in non Beijing universities has been positively affected by R&D staff.
