国外支持雾霾防治技术创新政策的主要做法及启示

Haze Prevention and Control of Independent Innovation Policy Research Abroad

摘要:

近年来我国多地区出现了较为严重的雾霾污染问题,雾霾防治成为了目前我国环境管理中非常重要的工作。文章梳理出了国外支持雾霾防治技术创新政策的主要做法和成功经验有加大雾霾防治财政支持的力度,实施雾霾防治相关专利的快速审查通道,构建“官”、“产”、“学”联动机制,完善技术引进、消化政策,有效地制定并实施技术转移、转化政策,重视雾霾防治人才队伍的建设,优化支持雾霾防治技术创新政策体系和完善立法等基础保障体系建设；指出了中国可以从构建完善的支持雾霾防治技术创新政策体系,加强雾霾防治专利申请制度建设,创建“官、产、学、服、资”技术创新战略联盟,提高技术引进政策的使用效率,建立完善的技术转让、转化政策体系,改进雾霾防治人才政策,加强相关法律法规的修订和完善等方面来优化中国支持雾霾防治技术创新政策。

Abstract:

In recent years, many areas appeared serious haze pollution in China; haze prevention had become a very important work in the field of environmental management. This paper concludes that the foreign haze prevention and control of independent innovation policies main practices and successful experiences included the haze prevention and control of financial support, the implementation of prevention and control of haze related fasten patent censor channel, building "government", "production" and "learning" linkage mechanism, attaching great importance to the prevention and control of haze the talent team construction, optimizing the haze prevention and control of independent innovation policy system and perfect the basic construction of security system such as legislation. It is pointed out that China can build perfect prevention and control of the haze of independent innovation policy system, strengthening the construction of patent application system for the prevention and control of haze, to create “Government, Production, Learning, Service and Capital” independent innovation strategic alliance, optimizing haze prevention and control personnel policies, strengthening the revising and improving the relevant laws and regulations, etc.
