The Current Situation and Efficiency Analysis of Input and Output of Science and Technology in Jilin Province During the 12th Five-Year

本文分析了“十二五”期间吉林省科技资源投入与科技成果产出的现状,并利用相关性分析和DEA模型等,对科技投入产出的相关关系和效率进行分析和评价,得到结论：“十二五”期间吉林省科技财力和人力资源投入明显不足,与全国先进省份之间差距明显,除论文外的大部分科技产出指标也处在全国中下游水平；有3个年份的科技投入产出综合效率有效,另2个年份存在技术无效和规模无效的问题。本文根据研究结果提出相应的政策建议。

Abstract:

This paper analyzes the current situation of the input of science and technology resources and the output of scientific and technological achievements in Jilin Province during the 12th Five-Year, and also analyzes and evaluates the correlation and efficiency of the input and output of science and technology by using correlation analysis and DEA model. The result show that during the 12th Five-Year , the science and technology resources investment in Jilin province was obviously insufficient, and the gap between Jilin Province and those advanced provinces was obvious. Most of the output indicators were also in the lower reaches of the country. Three years of science and technology input and output efficiency is effective, the other two years had the problems of technical inefficiencies and scale inefficiencies . This paper also puts forward the corresponding policy suggestions according to the research results.
