创新治理角度下的科技业务审批方式改革探讨

Discussion on the reform of examination and Approval Mode of science and technology business from the perspective of innovation governance

从创新治理的角度看,无论是管理对象、领域、方式等都发生了变化,特别是科技业务审批方式也必须做出根本性的改变,以更好地释放创新驱动的潜力。本文从需求分析、理念转变和审批改革提出向创新治理转变的政策建议,特别是提出了优化调整五种科技业务审批方式的路径。

Abstract:

From the perspective of governance innovation, whether it is the management object, field and methods have changed, especially the way of examination and approval technology business must make a fundamental change to better innovation driven potential release. This paper puts forward some policy suggestions from the demand analysis, the concept change and the examination and approval reform to the innovation governance, especially puts forward the path of optimizing and adjusting the five kinds of technology business approval mode.
