Abstract:The impact of the accumulation of innovation input on technological innovation has been recognized by most scholars. But now there are few scholars set up the evaluation index system with variables of the innovation accumulation. Based on the R D capital stock as the innovation input variable, this paper establishes the provincial regional technological innovation index system, and uses the data envelopment analysis method to measure and compare the technological innovation efficiency of the 30 provincial-level regions in China from 2004 to 2015. The results show that, considering the R D capital stock, we can significantly examine the impact of the previous R D capital investment on the current technological innovation activities. In this paper, taking Hubei Province as an example to analyze the efficiency of technological innovation, it is found that the main reasons for the inefficiency of technological innovation in Hubei Province are: low efficiency of pure technology, insufficient utilization of innovation resources and insufficient innovation output.
