Research on the Transformation of Function of Science and Technology Management Department from the Perspective of New Public Service——Taking Zhejiang Province as an Example

摘要:

研究目的是要解决——如何加快转变地方政府科技管理部门的职能走向“服务本位”和实现创新驱动发展的问题。运用“新公共服务”理论及相关研究现状,从价值目标转变、治理结构转变以及具体服务转变三个维度构建了地方政府科技管理部门职能转变的分析框架。在通过实地调研浙江省相关科技管理部门职能转变情况的基础上,相对应地提出了三大转变路径。

Abstract:

The purpose of the research is to solve how to speed up the transformation of the functions of the local government's science and technology management department to "service-oriented" and realize the innovation driven development. Based on the theory of "New Public Service" and some related research, the author constructs the analysis framework of transformation of functions of local government's science and technology management department-- from the three dimensions of transformation of value objectives, transformation of governance structure and transformation of specific services.On the basis of on-the-spot investigation of the changes in the functions of the relevant scientific and technological management departments of Zhejiang Province, three transformation paths have been put forward relative to the ground from the perspective of the new public service.
