广东省自主创新能力的跃迁路径研究*

摘要:

在全球经济复杂多变和我国经济进入发展新常态背景下,对外开放将承载更多国家“创新驱动发展”的战略功能,构建“开放引领创新”的经济新体制是广东跨越“中等收入陷阱”并实现经济可持续发展的长效之策。特别是随着“供给侧结构性改革”的深度推进,应针对广东自主创新能力的发展特点和“短板”,做好以下两方面工作：第一,通过输血式、造血式和活血式三条路径改善和提高自主创新能力。第二,从系统、关联而不是局部、孤立的视角动态审视自主创新能力的三种提升路径,并通过贯彻实施五种协同策略(即路径间协同、区域内协同、国内外协同、产学研协同和政企间协同),合理调动有利于创新的内外部因素,以充分发挥其协同效应。研究结论可为改善广东省制度环境,完善科技创新体制机制,制定科学合理的贸易政策、人力资本培育和扶持政策、科技研发政策以及外商直接投资政策提供决策参考依据。

Abstract:

On the background of the complex global economy and China"s economy has entered a new normal development, the opening-up will carry the strategic function more of “Innovation Driven Development”, constructing new economic system of “opening leading innovation” is the long-term plan of Guangdong across the “Middle-income Trap” and achieve the sustainable development. Especially the “Supply-side Structural Reform” promoted in depth, according to the characteristics and “short board” of Guangdong independent innovation ability, we should do the following two jobs: first, independent innovation ability could be improved through the path of “Blood Transfusion”, “Hematopoiesis” “Blood Circulation”. Second, examining three paths of independent innovation capability from the system and association, then through the implementation of five kinds of collaborative strategies, to adjust the internal and external good factors to innovation in order to fully exert the synergistic effect. The conclusion of the study can provide decision-making reference for improving the system environment, improving the innovation system, establishing scientific human capital and trade policy, science technology R D policy and FDI policy of Guangdong province.
