当前,PPP模式已成为发达国家科技创新领域的热门政策工具。2005年以来,俄罗斯也积极推动PPP模式在国家科技创新领域的应用。特别是,于2014年推出的“国家技术计划”是俄罗斯利用PPP模式的全新实践,提出“技术”和“市场”双轮驱动,具有变革性意义。文章重点分析了国家技术计划的优先发展方向、项目组织实施方式和预期效果,为中国未来科技创新领域应用PPP模式提供参考。

At present, PPP (Public-Private-Partnership) model has become a popular policy instrument in the field of S T innovation in developed countries.SSince 2005, Russia has also actively promoted the application of PPP model in national S T innovation.SIn particular, the introduction of the National Technology Initiative (NTI) in 2014 is a new practice of PPP model, and has a revolutionary significance.SThis paper focuses on the development direction, project organization methods and expected effects of NTI, and provides a reference for the future application of PPP model in S T innovation in China.
