Promotion and coordination: the scientific and technological innovation ability of regional higher education in China

摘要:

在借用并优化刘君构建的区域高等教育科技创新能力评价指标体系的基础上,对2005-2014年全国30个省市自治区的高等教育科技创新能力进行了评价。研究显示,全国各省域的高等教育科技创新能力总体不断提高并保持良好的发展趋势,但不同区域间高等教育科技发展存有较大差距。在科技创新结构方面,高等教育科技创新能力、区域经济发展水平与区域科技发展水平虽有提高,但高等教育科技创新能力始终落后于区域经济发展水平与区域科技发展水平。为此,可通过建设科技城、实施高等教育圈发展战略、建立区域间高校科技创新联盟、拓宽人才流动渠道、加快科技成果转化等措施提升区域高等教育科技创新能力。

Abstract:

Based on the evaluation index system of regional higher education technology innovation capability built by Liu Jun, the article evaluated the technological innovation capability of 30 provinces and autonomous regions in 2005-2014 years. The research shows that the technological innovation ability of higher education in all provinces and autonomous regions is improving and maintaining a good trend of development. However, there is a big gap between the development of higher education technology in different regions. In terms of science and technology innovation structure, higher education technology innovation ability, regional economic development level and regional science and technology development level have improved, but the technological innovation ability of higher education always lags behind the level of regional economic development and the level of regional science and technology development. Therefore, we can improve the technological innovation ability of regional higher education by building technology city, implementing the development strategy of higher education circles, establishing inter regional scientific and technological innovation alliance, broadening the channels of talent flow and accelerating the transformation of scientific and technological achievements.
