中国典型区域低碳创新的模式构建与实践探索

Research on the Model Construction and Practice Exploration of Low Carbon Innovation in Typical Regions of China

摘要:

加强区域低碳创新是推进生态文明建设、实现绿色低碳发展、建设美丽中国的重要引擎。上海、保定、杭州、天津等典型区域重视生态文明建设与低碳发展,构建了彰显地方特色的低碳创新模式。国内典型区域低碳创新实践与探索对中国其他区域的重要启示在于：树立低碳创新理念,完善区域低碳创新政策；加强低碳技术创新,构建低碳创新共同体；培育低碳创新型产业,加快产业转型升级；重视低碳创新的智力支持,构建多元化投融资机制；鼓励社会参与低碳创新,构建低碳消费模式。

Abstract:

Strengthening regional low-carbon innovation is an important engine to promote the construction of ecological civilization, and to achieve green low-carbon development and to build a beautiful China. Shanghai, Baoding, Hangzhou, Tianjin and other typical areas attach importance to the construction of ecological civilization and low-carbon development, with building a low carbon innovation model highlighting local characteristics. The important enlightenment of the typical domestic regional low-carbon innovation practice and exploration to other regional China is: to establish the concept of low-carbon innovation, and improve the regional low-carbon innovation policy; and to strengthen the low-carbon technology innovation, and construction of low carbon innovation community; and to cultivate innovative industries, accelerate the transformation and upgrading of industry; and to pay attention to low carbon innovation intellectual support, building a diversified investment and financing the mechanism of social participation; and to encourage low-carbon innovation, building low carbon consumption patterns.
