陕西高校知识产权贯标创新实践的思考

Practice of Innovation and Development of Carrying out Intellectual Property Rights Management Standard in Colleges and Universities of Shaanxi

内容提要：我国自2015年6月开展了《高等学校知识产权管理规范》的试点及推广工作，通过高校知识产权管理贯标提升高校的知识产权管理水平，优化知识产权资源配置，带动高校创新发展，提升高校核心竞争力。在这样的背景下，本文以陕西高校为对象，通过实际调研，对陕西高校专利申请与授权的总体态势进行统计分析，并以陕西高校知识产权贯标工作实践、机制改进为主要内容，分别从政府层面、高校层面探索建立起系统规范的贯标工作机制和改进策略，进一步推动和保障陕西高校知识产权贯标成效。本文的研究可以为其他省内外高校的知识产权贯标工作提供可操作性建议。

Abstract:

Since June 2015, China has launched the pilot and implementation of "Intellectual Property Right Management Standard" in colleges and universities. Many colleges and universities have carried out the substantive practice of the standard. It has become an important issue that carrying out the "Intellectual Property Right Management Standard" can improve the intellectual property management level, optimize the allocation of resources, guide the innovation development, and enhance the core competition ability in colleges and universities. Just in this context, this paper takes colleges and universities in Shaanxi as the main object, through the data collection and practical research, makes statistical analysis of the overall situation of Shaanxi universities patent application and authorization, taking the intellectual property standards implementation work practice and mechanism improvement as the main contents. Respectively, this paper explores and establishes the systematic and normative working mechanism of carrying out the standard and improving strategies from the government and the university level, in order to achieve the state with "leadership support, full participation, basic guarantee, process control and orderly manner”, and to further promote and protect intellectual property rights standard affections in Shaanxi. The study of this paper can provide operational suggestions for the work of Intellectual Property Right Management Standard to other universities in and out of Shaanxi province.
