为促进中小企业发展,英国政府资助兰卡斯特大学,和广东省科技厅共同开展兰卡斯特中国企业催化项目计划(LCCP),促成了一批中英中小企业开展联合研发和国际技术转移。本文应用三重螺旋理论对该项目进行研究,分析英国在项目中促进中小企业国际科技合作的运作机制,总结其成功经验,进而为我国促进中小企业参与国际创新合作提出建议：设立专门促进中小企业的合作研发项目,开展国际政产学研合作；以科研机构的智力资源支撑中小企业开展国际联合研发；组建专业的项目执行团队提供全方位的支持。

Lancaster China Catalyst Programme was set up by Lancaster University funding from the British government, and Department of Science and technology of Guangdong Province. The aim of the programme is to bring together UK SMEs with Chinese counterparts around a research and innovation project that will lead to the development of new products， services and international technology transfer. Under the triple helix model, the Lancaster China Catalyst Programme was studied, the supporting system and the operation mechanism was analyzed, and the successful experiences are summarized, thus the suggestions for better promoting the international innovative cooperation of SMEs in China are put forward: establish the special R&D funding programme to propel Chinese SMEs to participate in the international government - academy - industry - research cooperation; make full use of the intellectual resources of scientific research institutions and build a professional project executive team to provide full support for the SMEs to launch international joint R&D.
