摘要:

本研究借鉴国内外最新研究成果,按照国际接轨、横纵可比、动态开放的原则,科学编制了一套体现新常态下广东科技创新发展特点的综合评价指标体系,逐年测算广东科技创新指数,从创新环境吸引力、创新资源集聚力、创新绩效影响力、创新企业活力、创新经济源动力、创新发展辐射力这“五个力”,客观评价全省创新驱动发展以及新旧动能转换的绩效,分析问题,总结规律,提出针对性的对策建议,为政府推进创新治理与科技管理提供决策参考。

Abstract:

Based on the latest research results at home and abroad, this study draws up a set of comprehensive evaluation index system which embodies the characteristics of Guangdong science and technology innovation under the new normal in accordance with the principle of international standards, horizontal and vertical, dynamic and open, scientifically calculates the index of Guangdong Technology Innovation, According to the five forces of attraction of innovation environment, innovation resource concentration, influence of innovation performance, innovation enterprise vitality, innovation economy source of power and innovation radiation development, objectively evaluate the province"s innovation-driven development as well as the performance of old and new kinetic energy conversion, Analyze the problems, summarize the law, put forward some countermeasures and suggestions, and provide the decision-making reference for the government to promote innovation governance and science and technology management.
