新一轮技术革命背景下中国装备制造业产业升级评价指标体系研究

摘要:

随着新一轮技术革命的不断推进,信息技术的使能作用进一步彰显,正在从信息化支撑业务发展向信息化引领创新驱动和转型发展转变。中国装备制造业不仅面临着颠覆性技术的冲击,还面临着发达国家和其他发展中国家“双向挤压”的严峻挑战,亟需产业升级。通过简要回顾技术进步促进装备制造业产业升级以及产业升级评价指标方面的研究进展,在充分分析装备制造业产业升级面临问题的基础上,综合考虑军民融合、信息化与工业化融合等因素,构建了包括技术创新、资产结构、人才结构、产出结构、绿色发展、两化融合发展等六项准则层指标及20项方案层子指标的中国装备制造业产业升级评价指标体系,并借助层次分析法和专家打分法得出指标权重。最后提出了装备制造业产业升级的对策建议。

Abstract:

With the continuous progress of the new round of technological revolution, the function of information technology is further highlighted, and it is changing from information support business development to informatization leading innovation driven and transformation development. China"s equipment manufacturing industry is not only facing the impact of disruptive technology, but also facing the severe challenges of developed countries and other developing countries in the "two-way extrusion", which calls for industrial upgrading. By reviewing the research progress of technological progress to promote the upgrading of equipment manufacturing industry and industrial upgrading index, and after fully analyzing the upgrading of equipment manufacturing industry facing problems, this paper constructs the upgrading evaluation index system of China"s equipment manufacturing industry from six aspects including technology innovation, asset structure, talent structure, output structure, green development, integration of information technology and industrialization and 20 sub criteria layer index scheme. The index weight is obtained by means of AHP and expert scoring method. Finally, the paper puts forward countermeasures and suggestions for the upgrading of equipment manufacturing industry.
