基于指数评价的中关村企业“双创”激励路径研究

摘要:

“双创”(创新创业)是实现经济发展方式向创新驱动转变的重要环节。本文基于国家实施创新驱动战略的现实背景和“大众创业,万众创新”的政策导向,立足北京科技创新中心功能管理优化的现实需求,以中关村国家自主创新示范区为例,利用主成分分析方法,对中关村“双创”发展现状进行定量测度。得出2016年中关村“双创”指数得分为130.79,且呈逐年上升态势。在创新水平方面,创新资源加速集聚,创新成果呈“井喷式”增长,产业结构向空间技术等高端化方向迈进。在创业水平方面,创业人才大量涌现且呈现年轻化特征,新创办企业数量增势迅猛,创业孵化能力逐步提高。在双创服务环境方面,“双创”生态服务系统逐步完善,进入“创服 3.0 时代”。但中关村仍面临大企业占据大量优势资源、中小企业“双创”投融资资金匮乏、金融服务体系和风险投资机制不完善等现实瓶颈。本文从构建市场和政府协同发力的激励机制视角出发,探索建立市场化投融资体系为主,政府优化双创环境为补充的功能互补机制。

Abstract:

"Double innovation" (innovation and start-ups) is an important way to accumulate the transformation of economic development mode into innovation. On the realistic background basis of the implementation of innovation-driven strategy and the policy guidance of "mass entrepreneurship and innovation", this paper is based on the practical needs of the optimization of the function management of Beijing science and technology innovation center, taking the independent innovation demonstration area of Zhongguancun as an example, and uses the principal component analysis method to measure the development status of " double innovation " in Zhongguancun. The score of "double innovation" index of Zhongguancun in 2016 was 130.79, and it was increasing year by year. On the hands of innovation, we think that innovation resources are agglomerating and the industrial structure are moving towards the high-end direction of space technology. On the hands of the entrepreneurship, entrepreneurial talent has emerged in a large number of young people, and the number of start-ups has increased rapidly, and the incubation capacity has gradually increased. In the aspect of the double innovation service environment, the "double innovation" ecosystem service system has been gradually improved to enter the "generation 3.0 era". However, Zhongguancun still faces many difficult such as large enterprises occupy a large amount of resources, small and medium-sized enterprises "double innovation" investment and financing lack, the financial services system and the venture capital mechanism are imperfect. From the perspective of the motivate mechanism of building market and government coordination, we probes into the establishment of complementary functions mechanism which is the market-oriented of investment and financing system and the government-oriented optimized circumstance.
