基于“专利价值分析指标体系”的优化模型开展专利价值评分,利用帕累托法则进行价值度的划分,为专利分级分类管理提供依据。在此基础上,从技术转移转化过程增值管理角度提出两点建议:1)针对评价的高价值专利为中心实施专利组合管理;2)围绕潜在高价值专利开展优先关键专利布局策略。实证分析表明优化模型对于专利价值评估具有良好的可靠性,依据评价结果推进专利组合管理与优先布局策略对于技术专利转化过程中的价值增值具有重要意义。

The patent value score is actualized by the optimized index system of patent value evaluation. According to Pareto principle, the patents are divided into different value categories, which provide the basis for the hierarchical classification management of patent. Furthermore, two suggestions are put forward from the perspective of value-added management of technology transfer process: 1) to implement patent portfolio management at the center of high-value patents, 2) to carry out the prior patent layout strategy for potential high value patents. The empirical analysis shows that the optimized model has good reliability for patent value evaluation. According to the evaluation results, it is of great significance to promote patent portfolio management and prior layout strategy for the value-added in the process of technology transfer.
