本文以浙江省创新券政策持续激发“双创”新动能为例，通过推进普惠性、放管服、双融合等三大机制的强化、深化、优化创新的研究分析，提出了创新券推动“双创”纵深发展的对策建议。

This paper takes Zhejiang's innovation voucher policy to continue to stimulate the new kinetic energy of “mass entrepreneurship and innovation”as an example，the research and analysis of strengthening, deepening and optimizing innovation through three major mechanisms，such as popularization of preferential，concession and decentralization，combined with optimization of service and double integration，have been studied，the paper puts forward the countermeasures and suggestions to deepen the development of “mass entrepreneurship and innovation”by the innovation voucher.
