科技资源管理是一项重要又复杂的工程,本文将生命周期理论引入国家生态系统观测研究网络(CNERN)科技资源的管理,阐释了CNERN科技资源及其生命周期,将CNERN科技资源的生命周期划分为资源需求、资源整合、资源保管、资源分析、资源服务和服务评估六个阶段。在分析科技资源生命周期各个阶段涉及的管理内容基础上,提出了基于生命周期的CNERN科技资源管理框架模型,实现CNERN科技资源的全链条、系统化管理,以提升CNERN科技资源利用效率、促进CNERN科技资源开放服务。

Improving the effectiveness of science and technology resources management is an challenge for Chinese National Ecosystem Research Network (CNERN). By introduced the theory of life cycle to science and technology resources management of CNERN, this paper firstly explains the life cycle of CNERN science and technology resources, which includes resource demands stage, resource integration stage, resource storage stage, resource analysis stage, resource service stage and service evaluation stage. Based on the analysis of the management for each stage, a framework of CNERN science and technology resources management has been proposed in order to enhance the utilization efficiency and service ability for science and technology resources of CNERN.
