Abstract:Under the national strategy of innovation driven development, energy intensive industries can use technology innovation for transform and upgrading, to realize the target of energy-saving and emission-reduction. Based on the synergetic development degree’s measurement of technology innovation, energy saving efficiency and emission reduction efficiency, the paper using PEST method analyzed the influencing factors that influence the system’s synergy from four dimension, and build regression model to study their influence degree and direction. Then, it designed a synergetic development mechanism of energy intensive industries’ technology innovation, energy saving efficiency and emission reduction efficiency according to the results of influencing factors’ analysis, which including dynamic mechanism, coordination mechanism, constraint mechanism and risk management mechanism.
