基于绿色发展理念下开发区PPP项目的关键成功因素研究

Research on the Critical Success Factors of PPP Projects in the Development Zone Based on Green Development Concept

摘要:

随着新一轮PPP模式在开发区基础设施领域的推广应用,如何针对开发区改革和发展战略保障PPP项目顺利运行,同时满足低碳化、集约化和循环化的绿色发展理念成为备受关注的问题。本文基于绿色发展理念视角下构建了4个一级指标和21个二级指标的开发区PPP项目关键成功影响因素指标体系,采取ISM和F-ANP相结合的方法对PPP项目成功影响因素的关联性和重要性进行分析,并得出其关键成功因素的影响程度权重值的综合排序。研究结果表明,绿色PPP项目的经验与技能、政府监管的持续性和政府对绿色PPP项目的支持意愿是开发区绿色PPP项目关键成功影响因素中的深层次因素,是引导社会资本参与并积极实施绿色生产技术的核心推动力,进而对最终提供的产品和服务的质量和效率产生影响。

Abstract:

As a new round of PPP model and application in the field of infrastructure in the development zone, how to safeguard the PPP projects run smoothly and meet the “Green Development Concept” of the low carbonization, intensive and circulation based on the reform and development strategic of development zone, has been paid much attention. Based on the concept of Green Development Perspective, this paper built the index system of the key influence factors of the PPP projects in the development zone, including four primary indexes and twenty-one secondary indicator indexes. Then the relevance and importance of the PPP project success factors were analyzed, combing the ISM and F-ANP method. It concluded the comprehensive sequences about the weight value of the influence degree of the critical success factors. The research results showed that the green of the PPP project experiences and skills, the sustainability of government regulation and government support for green PPP projects were the deeper factors of critical success factors of green PPP projects in development zone. These factors were the core of the driving force of guiding social capital to participate in PPP projects and actively implement green production technology, and had the final effect on the quality and efficiency of products and services.
