自上世纪80年代起,我国开始逐步推动科技创新,大力发展高新技术产业。本文采用三阶段DEA方法对浙江省高新技术产业投资效率进行评价,发现第一阶段省内各地区技术效率水平较高,但是经过第二阶段的SFA回归分析进行调整后得到的第三阶段的分析结果则说明技术效率水平普遍被高估,被高估的原因则主要是因为管理无效率和规模无效率。本文将针对高新技术产业投资中存在的不足以及如何提高我省高新技术产业投资效率,提出建议及对策。

This paper adopts three-stage DEA analysis to appraise the investment efficiency of high and new technology industries in Zhejiang Province. Finding that in first phase, the overall levels of technical efficiency were pretty high, but with the adjustment in second phase, we can see that the overall levels were overrated from the third phase’s outcomes. The reason why they were overrated is management inefficiency and scale inefficiency. This paper will express proposals and strategies on the shortages and how to enhance the investment efficiency in hi-tech industrial investment.
