科技创新政策评价日益成为政府和科技界关注的对象,科技创新政策评价框架体系研究显得尤其重要。本文梳理了科技创新政策评价的理论和实践基础,系统地分析了科技创新政策评价的过程,构建了科技创新政策评价准备、实施、总结三步骤框架流程,并对我国加强科技创新政策评价提出建议。

Abstract:

The evaluation of scientific and technological innovation policy has increasingly become the object of attention of the government and the scientific and technological circles. This paper has combed the theoretical and practical basis of scientific and technological innovation policy evaluation, systematically analyzed the process of scientific and technological innovation policy evaluation, and constructed the three steps framework process for the preparation, implementation and summary of scientific and technological innovation policy evaluation. On this basis, the policy content and policy of the intellectual property policy issued in Guangdong province since 2014 were carried out. Empirical evaluation of implementation and policy effects, and suggestions on strengthening China's scientific and technological innovation policy evaluation are put forward.
