摘要:

本文从时间外溢和外溢渠道优化角度对湖北省科技创新的外溢效应进行研究,系统分析科技创新发生外溢效应的时滞长短和不同外溢渠道的外溢效率。研究发现,湖北省科技创新对经济(社会、生态)系统发挥正向溢出效应,需要2～4年的时间。科技创新可以通过资本、人力、科技等外溢渠道对经济、社会和生态系统发生外溢效应,且不同外溢渠道的效率不同。为了充分发挥科技创新的外溢效应,应尽量缩短外溢时滞并优化外溢渠道。

Abstract:

This article research the spillover effect of sci-technological innovation in Hubei Province form the angle of time spillover and spillover channel optimization, which analysis the time lag of spillover effect and the spillover efficiency of different spillover channels in sci-technological innovation. It is found that it will take 2~4 years for sci-technological innovation to play a positive spillover effect on economy, society and ecology system, and it can produce spillover effect on economy, society and ecology system by different spillover channel such as capital, manpower and sci-technology, furthermore, the efficiency of different spillover channel is different. In order to make full play to the spillover effect of sci-technological innovation, we should try to shorten the spillover time and optimize the spillover channel.
