国家级科技成果转移转化示范区建设管理研究——以山东省示范区建设为例

摘要:

当前,国家层面不断加强推进科技成果转化的顶层设计与统筹部署,按照科技部总体部署,国家科技成果转移转化示范区建设正在有序开展。本文围绕省级层面如何推进科技成果转移转化示范区建设,构建示范区建设的综合评价体系开展了研究,建立了基于要素的科技成果转化示范区建设基础评价框架模型,并基于该模型构建了示范区分类标准体系,以期为示范区建设的定期评估提供科学指导,最后提出加快推进示范区建设的几点建议,可为国内其他省份推进科技成果转移转化示范区建设提供有效借鉴与参考。

Abstract:

At present, to promote the transformation of scientific and technological achievements,our country strengthen continuously the top-level design and overall deployment, in accordance with the overall deployment of the Science and Technology Ministry, the demonstration area construction of national scientific and technological achievements conversion is being carried out in an orderly manner. This paper carry out the research on how to promote the demonstration zone construction of China"s science and technology achievements conversion at the provincial level ,and establish the evaluation system of the demonstration area construction. In this paper, the evaluation model is established for demonstration area construction of scientific and technological achievement transformation. Based on the model, the standard system is designed for demonstration area construction by taking Shandong Province as an example. And hope to providing scientific guidance for the periodic assessment of the construction of the demonstration area, At last,We put forward the measures and suggestions to accelerate the construction of demonstration area, and hope to provide reference and basis for decision making to promote the demonstration area construction of China"s scientific and technological achievements transformation.
