基于全生命周期的合同能源管理项目融资风险研究

摘要:

合同能源管理融资困境和融资风险问题是现阶段我国节能服务产业推进的主要障碍,限制了绿色低碳经济的发展。本文在运用谈判地位理论分析风险成因的前提下,根据全生命周期理论分阶段识别了合同能源管理项目融资的风险因素,在此基础上综合运用层次分析法和模糊综合评价法,对整个合同能源管理项目融资风险状态及各阶段风险程度进行了评价,以期为解决合同能源管理融资困境提供具体方向和参考。

Abstract:

Currently, the financing risk of energy performance contract is the most serious problem in energy-saving industry, which limits the development of green and low-carbon economy in China. This paper firstly analyze the reason of risk forming with the negotiating status theory, then based on the full-life cycle theory, the financing risks of energy performance contract are identified by stages. In order to research the overall risk and evaluate the staged conditions, a model is established with the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation jointly, the result of which can be the reference for solving the financing problem in energy performance contract.
