“一带一路”沿线国家科技文化合作发展研究

摘要：自2013年习近平主席提出“一带一路”倡议以来，中国秉持和平合作、开放包容、互学互鉴、互利共赢的理念，全方位推进务实合作，打造政治互信、经济融合、文化包容的利益共同体、责任共同体和命运共同体，在政治、经济、文化等领域成果丰硕。尤其是“一带一路”在科技和文化领域的发展，已然成为对接各国发展战略的粘合剂。诚然，科技与文化发展不仅反映着一定时期国家间文化的生态状况，而且在世界互联互通的发展中逐步体现着人类命运共同体意识，因此探究科技和文化的合作发展，也是全球治理的重要内容。本文点面结合，以“一带一路”沿线7个合作紧密的国家为典型，全面分析中国与“一带一路”国家在科技和文化方面合作发展的现状，窥见其存在的问题，并提出建设性的意见建议。

Abstract: Since 2013 when chairman Xi Jinping put forward the initiative of “The Belt and Road ”, China has unswervingly pursued the concept of peaceful cooperation, openness and inclusiveness, mutual learning and mutual benefit, and also promoted pragmatic cooperation in an all-round way, aiming at creating a community of shared interests, community of shared responsibility and community of shared destiny. Thus China has made great achievements in politics, economy, culture and other fields. In particular, the development in the fields of science and technology as well as culture has become the glue of the development strategy of the countries. It is true that the development of science and technology as well as culture not only reflects the ecological state of the cultures between countries in a certain period of time, but also embodies the consciousness of shared future for mankind in the development of the world. Therefore, it is an important part of global governance to explore the cooperative development of science and technology as well as culture. In this paper, the author chose 7 typical countries along the “The Belt and Road ”area , made a comprehensive analysis of their cooperation in science and technology as well as culture and got a glimpse of its current situation and problems so as to put forward constructive suggestions.
