摘要:

文章利用省级层面数据,使用空间动态面板模型研究了制度环境对中国地区R D资源错置的影响。研究发现,R D资源错置具有明显的空间溢出效应；制度环境改善削减了地区R D资源错置,并主要是通过对R D产出扭曲因子的作用产生的；且影响效应在中西部地区更突出。制度改善还通过促进金融发展和对外开放进而消减了R D资源错置。分子指标比较来看,非国有经济发展对R D资源错置的影响最突出,要素市场发育程度影响次之。

Abstract:

The article using the data from the provincial level and the spatial dynamic panel model to study the institutional environment for the influence of the R D resources misallocation in China.The study found that R D resources misallocation has obvious spatial spillover effect;Institutional environment improving R D resources misallocation, reduces the region mainly through to the role of R D output distortion factor;And the effect is more obvious in the eastern region. System to improve by promoting financial development and opening to the outside world and also to reduce the R D resources misallocation, but the indirect effects show significant difference between the regions. Comparison, state-owned bias policy on R D resources misallocation the most outstanding, the second is the incomplete factor market.
