韩国政府3.0数据开放建设启示

摘要:

数据时代信息技术的迅猛发展迫使世界各国政府不得不对政府治理行为进行转型。为应对时代与社会发展所带来新问题，韩国提出信息数据公开为核心的“政府3.0”计划，包括透明政府、高能政府、服务政府三大战略，该计划使韩国在公共资源管理、公共服务改善和政府公信力领域取得了大幅提升。我国新时期国政将数据开放共享作为国家大数据战略的核心组成，本文以韩国“政府3.0”为研究对象对内的政策框架、数据开放运行结构、特点等方面展开研究，为我国建设建面向社会生态系统新型电子治理体系提供借鉴。

Abstract:

Because of the rapid development of information technology inthe data age, governments around the world have to transformtheir governance behaviors. In response to the new problems brought by the era and social development, South Korea has put forward the "government 3.0" plan, which is the core ofthe information data,It includes three strategies: transparentgovernment, high energy government and service government,The plan has boosted South Korea's public resources management, improved public services and public credibility. In China's newera, the state administration has made data opening and sharing the core of the national big data strategy,In this paper, South Korea“government 3.0” is the research object ,main research policy framework, data opening operatio structure, characteristics and so on. It provides reference for China to build a new electronic governance system for social ecosystem.
