中国高技术产业区域创新效率的动态演变趋势*

Dynamic Evolution Trend of Regional Innovation Efficiency of High-tech Industry in China

摘要:

目前从区域视角探讨中国高技术产业创新效率动态演变趋势的研究基本为空白。为进一步描述和呈现近10年以来中国高技术产业区域创新效率的演变特征，并分析其隐含的政策启示和管理意义，提出一个较为综合的指标体系和评价方法，并结合2006—2017年的相关统计年鉴，对中国不同区域的高技术产业创新效率的动态演变趋势进行分析和对比研究。实证分析结果显示，近10年以来中国高技术产业创新效率整体呈现出典型的研发和转化不均衡状态，其中转化效率更低。这或许需要引起相关部门的关注，并在“十三五”期间的区域科技政策制定中适当采取针对性的措施。

Abstract:

At present, the research on the dynamic evolution trend of innovation efficiency of high-tech industry in China from a regional perspective is basically blank. In order to further describe and present the evolution characteristics of regional innovation efficiency of China's high-tech industries in the past 10 years, and analyze its implied policy implications and management significance, this paper puts forward a more comprehensive index system and evaluation method, combined with the relevant statistical yearbooks of 2006-2017, the dynamic evolution trend of innovation efficiency of high-tech industries in different regions of China is analyzed and compared. The results of empirical analysis show that the innovation efficiency of China's high-tech industry as a whole presents a typical unbalanced state of R&D and transformation in recent 10 years, among which the efficiency of transformation is even lower. This may require the attention of relevant departments and appropriate measures to be taken in the formulation of regional science and technology policy during the 13th Five-Year Plan.
