Abstract:This paper evaluates the technological innovation efficiency of 30 national high-tech zones in western China by using the data envelopment analysis (DEA) model of three-stage data envelopment analysis, the empirical results show that: there are only a few high-tech zones on the front line of production, and most of the high-tech zones are diminishing returns on a scale; in the second stage, the random frontier analysis shows that the environmental factors have a great impact on the relaxation variables of innovation input, and the technological innovation efficiency of high-tech zones has a great change after excluding the external environmental interference and random factors. In addition, it is also found that,the technological innovation efficiency of the early high-tech zone is generally lower than that of the late high-tech zone, indicating that the late high-tech zone is more active in technological innovation.
