产业发展视角下高新技术企业效率评价分析 ——基于DEA模型的实证研究

摘要:

本文选用DEA方法，将高新技术企业就业人员、科技活动人员、科技活动经费作为投入变量，高新技术企业经济效益、社会效益作为产出变量构建高新技术企业投入产出效率评价指标体系。采用2016年广东省、江苏省、山东省、浙江省、湖北省、上海市、北京市、安徽省等八省市不同技术领域的高新技术企业相关数据，对八省市不同技术领域高新技术企业的综合效率、纯技术效率、规模效率进行评价。基于产业发展视角，对各技术领域投入产出效率有效性进行探讨，研究分析影响投入产出效率的主要因素并提出相关政策建议。

Abstract:

This essay used the DEA method to structure an index system for the efficiency evaluation. In this system, that was selected as the input variable, which is the personnel who are employed at a high-tech enterprise, the personnel who are engaged in technology activities, the funds for science and technology. And the economic benefit and social benefit of high-tech enterprises as output variables for this system. This system using the data of high-tech enterprises in Guangdong province、jiangsu province、Shandong province、Zhejiang province、Hubei province、Shanghai、Beijing and Anhui province in 2016. it made a comprehensive evaluation of the comprehensive efficiency、pure technical efficiency and scale efficiency of high-tech enterprise in 8 provinces and cities.Based on the perspective of industrial development, this article discusses the effectiveness of the technology efficiency，studies and analyzes the main causes of input-output efficiency and puts forward relevant policy suggestions.
