摘要:

政府采购创新产品是各国激发企业创新活力的有效方式。全面梳理新时期背景下政府采购国际规则，系统分析我国早期政府采购创新产品政策的受限机理，并结合国际政府采购本国创新产品经验，提出我国要进一步规范创新产品政府采购政策、大力推广首购等创新产品政府采购方式、加大对发达国家政府采购创新产品经验的研究、研究制定基于创新过程的创新产品激励政策等对策建议。

Abstract:

Government procurement of innovative products is an effective way to stimulate the vitality of enterprise innovation. This paper fully reviews the government procurement international rules in the background of the new period, and analyzes the limited mechanism of the government procurement innovation product policy in the early period of China. Combined with the experience of international government procurement, this paper puts forward that our country should further standardize the government procurement policy of innovative products, vigorously promote the government procurement mode of innovative products such as first purchase, strengthen the research on the experience of government procurement innovation products in developed countries, and study and formulate the innovation product incentive policy based on the innovation process.
