创新对军民融合企业效率影响的实证研究 ——以“十大军工集团”上市公司为例

摘要:

创新作为推动军民企业有效融合的手段，直接影响着军民融合的深度与效率等。文章以“十大军工集团”62家上市公司为样本，运用超效率DEA模型测算了2016年我国军民融合企业的效率，并通过Tobit模型测算了创新对军民融合企业的影响程度。研究表明:2016年我国军民融合企业效率普遍较低，且不同类型企业间效率差异较大；其中研发人员占比对企业效率促进作用较大，本科以上学历人员占比、专利获批数在短期内对企业效率促进作用较弱，研发经费占比在短期内对军民融合企业的作用的反向的。基于此，本文提出了扩大民营企业的参与程度、加大技术、产品研发的投入、积极研发军民两用技术、加强创新型人才的培养、充分激发创新活力等措施来推动我国军民融合的深度发展。

Abstract:

Innovation, as a means to promote the effective integration of civil- military integration enterprises, has a direct impact on the depth and efficiency of civil- military integration. This paper takes 62 domestic listed companies of "Ten Military Groups" as samples. This paper measured the efficiency of these 62 enterprises by super-efficiency DEA model. And measured the impact of innovation activities on civil-military integration enterprises by Tobit model. The results show that: in 2016, the efficiency of civil military integration enterprises in China was generally low. Moreover, efficiency of different types of enterprises vary widely. The proportion of R & D personnel in innovation activities had?more?effect?on enterprise efficiency. The ratio of bachelor degree or above and the patent approval number have weak effect on enterprise efficiency. R & D expenditure accounts for the reverse role of civil-military integration enterprises in the short term. Based on this, this paper put forward to expanding the participation of private enterprises, increasing R & D investment, actively developing dual-use technology, strengthening the cultivation of innovative talents, fully stimulating business innovation and other measures to promote China's development of civil military integration depth.
