战略性新兴产业培育—从“范式价值链”角度

The Fostering of Strategic Emerging Industries : From the Perspective of “Paradigm-Value- Chain ”

摘要:

2018年中美贸易战显示,中国面临阻挠的领域从传统产业全面转向了战略新兴产业领域。摒除意识形态方面的考虑,以光伏产业为例,从全球价值链角度,发现我国战略新兴产业存在范式误区。通过对价值链核心环节和支撑环节的梳理,提出范式价值链的概念,并揭示战略新兴产业挫败与范式价值链的能级较低和动力机制节奏不连贯有关。建议在GDP增长为特征的量式指标基础上增加以范式升级为特征的质性指标,以及通过推动创新生态系统的建立,带动战略新兴产业的范式价值链的升级和优化。

Abstract:

The Sino-US Trade War in 2018 has surpised us that the commodities which USwill increasingly dutied shifts from the traditional industries to strategic emerging ones。Renouncing the political consideration,it is found that there was paradigm-misunderstanding in Stratigic Emerging Industries(SEIs)after analyzing on the Sphotovoltaic industry in the way of global value chain. With study on the core sectors and infrastructure sector of value chain,the concept of Paradigm-Value-Chain(PVC) is proposed .On the basis of this ,the frustration of SEIs is related to the low level of its PVC and unsound rhythm. To promote the upgrading and optimization of SEIs’ PVC,it is suggested that the index of GDP-Growth need to be coupled with paradigm-upgrading quality parameter,and Innovation Ecosystem will be compulsory too.
